If my hunch is correct, shouldn't this be called the “Ban Ki-moon Plan” instead.? No, because AP is very much trusted and accepted psychologically by the TC's in the north and in Turkey, so I think it is to get the north to vote for this plan which in reality won't be anything like the old AP. So I think Kifeas has got it right, that the GC's will insist on such UN parameters and EU values to be part of any International deal put together, which the EU will not have it any other way anyway. This way, everyone will get what they want /don't want, but they do not have too many options really, because time is running out on Talat and Turkey, which will also provide a lot of "face saving" cover for them from their own people by taking this route.!

One thing the turkish government understands well but the population does not is when turkey is negotiating from a position of strength, and when from a position of weakness. turks are used to their government negotiating in bilateral issues from a position of strength, either because of military might, or strong US support. On certain issues, this position of strength gets them something tangible (got away with invading and occupying a good chunk of Cyprus), and sometimes something symbolic (e.g. when turkey threw a hissy fit at the appointment of Anders Fogh Rasmussen as NATO's new secretary general.
However, just recently Turkey has been caught seriously overplaying her hand in negotiations with the EU - a recent (and on-going) example is the Nabucco negotiations. Turkey played hardball wanting to become a gas hub (i.e. buy cheaply from Caspian sea states who for geographic reasons have only one potential customer - turkey) and sell at a higher price into the European gas market, where there is a plethora of customers. Now just building and hosting the infrastructure is very lucrative for the turks, but why stop there? They could make money skimming on gas sales too. Anyway, after insisting would only go ahead on turkey's terms, the EU plainly stated that actually it would only go ahead on the EU's terms. Guess who eventually relented...
