Because the creator of the program was indeed called peter and on the mock versions of the show before it got aired he apparently fell into a vat of blue paint and all the staff around started to tease him by calling him Blue Peter hence where the name came from for the show.

it sells film cells and still from film rolls. i know i desribed it very very wrong but. its on the corner 1 block before that multi-story car park. they have a life size film star manikin outside
