Votes for cash claim in north

How can we solve it? (keep it civilized)

Every election time the parties would spend large amounts of cash flying students mostly home for the elections. I remember in the last election DEKO had leased a 747 from Athens (my sister in law arrived on it).

Its all stopped now as there are overseas polling stations.
