There is nothing much to research here I'm afraid, because ICAO is just an arm of the UN which is responsible for setting international standards in Aviation Law, whereby member states of the Chicago Convention should abide by.

ICAO can only provide the RoC with the legal means to be able to declare certain ports not under her control as illegal ports of entry and thus preventing any direct international flights to and from the "trnc"

What about the use of the land on which "Ercan" airport is built? I understand most of that land is legally owned by a GC, who, of course, never gave permission for such use of their property.
