Obviously inaccurate statement! Except for Kossovo where the property issue is under review, can you name ONE Balkan state where there has been losso of property for individual owners?
Actually, I can name 4 quite easily, and not just my view, but that of the Internal Displacement Monitoring Centre:

Croatia – over 100,000 refugees originating from Croatia as of June 2008.

Macedonia – over 8,000 refugees originating from Macedonia as of June 2008

Serbia - over 165,000 refugees originating from Serbia as of June 2008

The pages give additional information as to why people are still refugees, principally property and ethnic discrimination.
