Political meeting are always between official politicians. A mukhtar can not easily of course meet with USA ministers so easy.
Then please explain meetings between heads-of-state and the Dalai Lama... In any case, Mehmet Ali Talat is internationally recognized as the Turkish Cypriot Leader, and the United States backs that title. The USA does not recognize him as a head-of-state, so don't be overly concerned about anything that may imply recognition on that basis...
This exactly what i am refering to. I do not reject Talat's right ,as person,to meet with international community but as a muckhtar not as president ,of course.Do not forget that he is seetting in a chair which was created as a result of an invasion.if you go to international law then you will realize that, is even inlegal for interntional leaders to meet him-not as person of course.
