GC proposals outside the parameters of the Annam Plan?

How can we solve it? (keep it civilized)

Postby metecyp » Sat Jun 04, 2005 4:46 pm

Well, Kifeas, gabaston might have misunderstood TPap's proposals but tell me, do you think TPaps proposals are realistic? Do you think expecting return of all properties is realistic? How can you talk about bizonal federation and ask for return of all properties? How can you ask for return of all Turkish soldiers and on top of that asking for removal of Turkish guarantees? This shows that he really doesnt care if TCs have security problems or not.

Denktash used to do the same thing, ask for the moon so he could get more in the end. Same goes for TPap.

Alexandros Lordos wrote:Yes, the agreed basis for a solution is not the Annan Plan but the High Level Agreements of 1977 and 1979. The high level agreements mention nothing about the Security aspect, so I suppose this is open to discussion, while for Property Rights the 1977 agreement talks of "taking into account the practical difficulties of the Turkish Cypriot community, and the agreed framework of a bizonal federation" - so any solution to Property which just kicks the TCs out of their current residences and sends them back to Paphos and Limassol is outside the parameters of the Plan. But other than that, the Property issue is open to discussion.

The high level agreements also mention that a solution should safeguard the human rights of all Cypriots. The same can be said about all the UN SC resolutions. Property rights are one of those human rights. Papadopoullos proposals regarding property rights are not that far fetched as to equate to a direct or indirect “kicking out” of TCs from the north and sending them back to the south, from were they originated. He would have been very stupid to suggest anything anywhere near like that.

I agree that the issue of property is open to discussion, especially if one takes into consideration the provisions of that despicable plan, which I insist the GC side should have never even allow to be placed on the table, set aside to accept it as a basis for negotiations, simply due to it’s property handling provisions.

First of all we have to be careful when commenting on anything regarding what has been discussed between Papadopoullos and others with the UN envoys, because we do not know yet the exact content of these proximity discussions.

No I do not agree that it is realistic to expect complete and full restoration of all GC properties in the north, back to the GCs. I also do not believe that Papadopoullos has made such proposals. The property issue is indeed very complicated and I honestly do not have a clue yet as to which way Papadopoullos has addressed it. What I know is that the property provisions of the last A-plan (in fact in all A-plan versions,) is totally unacceptable from a GC perspective.

Regarding security, Papadopoullos suggests alternative ways in which the TC security concerns will be addressed. They should involve the UN or the E.U., presumably under the context of the E.U. army establishment treaty, but which will not necessarily exclude Turkey, except the right of unilateral intervention. I do not see how the TC security concerns cannot be met under any such context.

Hopefully some time in the future, when the trust between the Two communities is fully restored, we can speak about a common Cypriot army which can replace any other third party involvement on that issue.

first the guy gets bitch slapped for (supposedly) not making any proposals and now because his proposals are "unrealsitc"

you know what. the guy is stupid. i mean how on earth could he POSSIBLY believe that the rights of the GCs, who just have happened to be living on the island for a few millenia, are more improtant to the rights of TURKEY, a foreign country.

ANd looks like Talat got his doggy bone.

“the return of Greek Cypriot property in the Turkish north” = Turks go back to enclaves = 63 –74

’” end to Turkey's rights as a guarantor country”. = no protection for Tcs = 63-74

And the bit I missed was the spirit.

We saw spirit under Makarios and it didn’t amount to much. Now we got Paps (no tc’s killed 63-74). Great spirit huh?

Quantify spirit
