It seems quite a good business move.
Hundreds of thousands of Germans holiday in Turkey every year, so Northern Cyprus is a logical next step. After Turks and British, Germans are probably the highest number of foreign residents and tourists in Northern Cyprus already, many having made the step from Turkey. The strength of the Euro v the Turkish Lira also make a holiday in North Cyprus a far better deal than in South Cyprus.
Despite wishful comments above, your average Hans does not wake up every morning worrying about the Cyprus problem. He does like, however, to spread his towel out on a Mediterranean beach at an affordable price.
