I saw a programme on TV just last week showing that women are paid in the US for their eggs. Is the article suggesting that the girls are willingly doing this for money or being forced/duped in some way, because it doesn't make that clear? WHO the eggs are then sold to of course, opens up another can of worms. If the girls are willingly selling their eggs and if the eggs are then being used to provide childless people with a much wanted baby, then I don't see anything wrong with it - within controlled limits of course.
Why Cyprus is being singled out, I don't know! What I do know is, that had I not been able to have children of my own, I think I would have had any treatment going to help me get a baby.
