Why will nobody answer the question?
It is very simple.
Who put it into the plan?

There is nothing hellish about it.
One side put in the clasue. If they can be identified, then perhaps we can work out the motives for this clause in the plan.
Do you not know who Did. I though the more intelligent forumers had read it backwards.

You may be surprised at the answer. It may reveal that the ones who objected to it actually put it in the plan, for that very reason.

I heard a rumour that it was the GC side who insisted on it being part of the plan.

Especially as they used it to discredit the plan.
I wouldn't have thought so too.
But we have so many enlightened people on this forum and all ignoring it.
This suggests that they were aware of it and just embarrassed or that they were not aware who suggested it and embarrassed about not being aware.
Either way, I am only interested in the truth.
I may make mistakes and I will admit them when I am proved wrong.
What I can't believe is that in all the discussion with the no voters, nobody brought this subject up in the GC media. Because if it was, you personally would have known about it.

I suspect that those who put it in to the foul plan were those who would have had to pay for it and so it was in their interests to keep the cost down to this ridiculous minimum.
