Well, no he UN has not held he RoC responsible.

And in any case, the idea here is to have a settlement in which the number of people who feel cheated or unfairly treated is kept to the absolute minimum. And this for a simple reason, the fewer people who feel cheated the less desire there will be to upset the settlement. That is if we really want a lasting and viable agreement. The property issue will be the main criterion of fairness because it hits people right where they understand the hit- in the pocket.

In a court of law, if a fine is set and the person paying it is understood to be the responsible, surely!

Otherwise UN may have said the TC's should pay it as all and sundry claim that TC's started it.

I am just following the logic of the decision. It does not have to be spelt out.

In fact UN is so cowardly these days, that they can't even bring themselves to accuse Israel of war crimes.

Do you not realise that UN has no credibilty left in the world and it has become the plaything of the 5 security members?

So you did not read the whole article then, or anything at all .!
