The Tcs had absolutely no reason to vote against the plan. Why would they vote No? Even the cost of the solution would have been paid by the Gcs! They would have been stupid to vote against the plan.
Since they wanted a solution so much why it took them 30 years to start their demonstrations for a solution?
They were preparing a demonstration all these years? ...or is it the scent of the European air?
Once again another person who blames the Gcs for voting No Though you fail to mention or even realise WHY the Gcs voted agaist this solution. ...if it was fair then I, as a refugee, together with thousands of other Gc would have voted Yes.

Papadopoulos didn't take the decision to reject the plan on his own. The 76% of the Gc population decided.
There was a referendum, in such cases you either vote Yes or No. By now everybody knows why the Gcs rejected such a plan and especially those who made the plan according to their measures.
