The poUcy of the Turkish military authorities toward the Greek Cj-priots is simple: As long as the Greek Cypriot leadership continues to talk of a possible guerrilla war, the Greeks will not be allowed to return to their homes. The Turks feel that without support of a friendly population, no guerrillas could operate in their territory
