Is this the new UN plan?

It is on the United Nations’ agenda to intervene in the negotiation process with the assignment of a ‘technocrat team’. The UN has increased its meetings in order to be more active in the solution process of the Cyprus Problem. It has even been suggested that the UN could put forward a plan to solve the Cyprob. The frequent visits of the UN Secretary-General’s Special Advisor to Cyprus, Alexander Downer, to different people or groups, strengthens these claims. Recently Downer made a surprise visit to TRNC founder President Rauf Denktas. It is being spoken in the political lobby that the UN’s new plan or package may appear after the elections in North Cyprus and Greek media gave place to this progress.
Greek Cypriot Fileleftheros Newspaper headlined the news: ‘UN takes on the role of mediator-ship’ and claimed that new technocrats have joined the UN group which was in charge of Cyprus negotiations under the management of Alexander Downer and Tayé Brook Zerihoun, the UN Secretary-General’s Special Representative for Cyprus. These specialists were in charge of creating ideas to build bridges between the two sides. In its news, based on UN sources, the newspaper stated that the UN and Downer believed that there would not be an agreement unless the UN comes up with new ideas. Because of this they would observe the ideas from the two sides put forward in the Working Groups and the ideas of two leaders put forward during negotiations and would create ideas based on them. The newspaper remarked that the new specialists were experienced on subjects such as solving disagreements and stated that the specialists have started to work and begun to create ideas with the documents. According to the news, one of the specialists was assigned to create ideas about properties and another was assigned with observing ideas put forward in the direct negotiations and working on the paper. The newspaper also claimed that the UN would use these studies in the second stage of the negotiations after the sides present their ideas concerning all topics and claimed that the specialist also made contacts in Cyprus. According to the news, these specialists made contacts with the people who are involved with the negotiation process in the Turkish Cypriot and Greek Cypriot sides in Cyprus before Christmas and made similar contacts in New York.

Claims concerning the subject listed below:
-The UN has assigned specialists who have started to create ideas.
-New technocrats have joined the group which was in charge of the Cyprus negotiations under the management of Alexander Downer and Tayé-Brook Zerihoun.
-The UN and Downer believe that there would not be an agreement unless UN comes with new ideas, because of this reason they will create a package of ideas or a plan following observations of the ideas put forward by both sides in the working groups as well as the ideas of the two leaders put forward during the negotiation process.
-The new specialists are experienced in areas like solving disagreements. The specialists have started to work.
-One of the specialists is assigned with creating ideas about property; one of them is assigned with observing the ideas which have been put forward in the direct negotiations and working on a paper.
-The studies by the UN specialists will be used in the second stage of the negotiations after the sides present their ideas concerning all topics of the Cyprus problem.
-The specialists made contacts with the people who are involved with the negotiation process on the Turkish Cypriot and Greek Cypriot sides in Cyprus before Christmas and made similar contacts in New York.
-The UN is determined to be a mediator and to intervene in the process.

You can hardly trust "Phileleltheros" these days. It used to be a good newspaper. Now it is in the hands of the rejectionists. What is happening is that this newspaper is trying to rally the rejectionists just in case the talks produce a positive result. Basically, it wants to push forward the idea that foreigners are at it again and prepare the public opinion for another resounding no. To this extend, the rejectionists have recruited old Lyssarides who will take the initiative as their leader, after the death of Papadopoulos.

That's a rather cynical view to have. All option should be explored, so this needs to be given a chance.
