On his behalf I would say most emphatically YES .
Israel DOES NOT indiscriminately fire rockets at the Palestinians and neither does Israel send suicide bombers in Gaza. IT REACTS AGGRESIVELY WHEN ATTACKED . Unproportionately perhaps but Hamas has no moral ground on which to preach civility .
