I have never ever heard anyone ever talking about any proportionate voting in the EU, except from you of course, for the past couple of years, Zan. What is it that you know that no one else seems to have a clue on this subject, or is it the case of "wishful thinking" on your part.!
If that was the case, why on earth did the EU allow 2 more states into the EU very recently not to mention all 10 others only 4 years ago, and they are even looking to expand as we speak with more small states.!

This only has to do with the EU constitution and not about EU expansion and veto rights of individual states in accepting or rejecting the potential new members.
