If any "fool" as you say was to consider using it, however, I would advise them against such a precarious course of action as there are very likely "missing pieces" deliberately included or omitted from the outline given above for "security reasons" and to prevent just such an eventuality from arising, once again reiterating the position that it is not possible for persons, or groups of persons, who do not know what they are doing to usurp the position of persons who do know what they are doing.
What is entirely possible however is for the less qualified and capable to govern and administrate affairs in place of the more capable and (usually) more qualified. Indeed, some people of my acquaintance would argue that this is the very basis on which democracy is propagated.
Looking forward to the future, in deference to your chosen screen-name, I would ask people to consider the usefulness of taking a more strategic course forward from a given precarious position. However political, logistic and military considerations on this island unfold, that remains good advice: think and then act; rather than reacting, getting emotional and angry, and doing stupid (or egotistical) things on a repetitive basis in a way which makes you feel good.
I finally ask for the consideration that subscription to a lifelong philosophy does present within itself the opportunity to produce its own fulfilment, as well as offering the resolution by means of the potential export thereof of political conflagrations with member states of a hostile, or diametrically opposed, position. This is a rather enigmatic sentence, as oracular pronouncements are supposed to be, I have heard.
