I am sure some Australians might think that, but nowhere near the majority.
His Government was the second longest serving Government in history (12 years), and has transformed the economy from high unemployment to an economic powerhouse. They won 3 elections, so all in all, Australians really did respect him otherwise they would not vote for him.
On top of this, many analysts are speculating that his party will win the next election if the current economic downturn continues. That is what happens in Australia. During tough economic times, Australians vote Liberal and during the good times they vote Labour.
If you actually met him, you would definitely not think he is a "tosser". But I am sure he doesn't give a toss what people think of him.
