Actually havnt Cytanet just been caned by the EU for providing one of the poorest internet services in the EU? And also i think they got censured for non compilance regarding competition in the market place? well something along those lines...
I would suggest these are the reasons for the good news rather than a generous gesture.

If, for technical reasons, we are unable to double the speed of your existing product, we shall maintain your current speed and you will be informed accordingly.

Which probably means that most of the islaand will remain on slooooow speed.
