If you can find a single land owner in the UK who has had squatters take over the property and who is happy with the response of the UK authorites to this then I will be most surprised.

is that supposed to answer my question?

Yes it is :)

Like I say I think you find that from the perspective of the land owners authorites are considered 'inept' (or useless) by them over squatters. I know this is the case in the UK and suspect it is the same here and in the south and most other 'european' countries too and the US etc etc etc. Does that answer your question?

The fact is from a tiny reported acrticle that expresses the views of only one party you have jumped to assumption of ineptitude by the TRNC authorites and then asked if they are always inept in these cases. They may well not have been inept in this case. They may just not have done what the landowner wanted them to do. That is not necessarily ineptitude. I suspect however you have a letnet diesire to believe that the TRNC authorites are inept and seize on any 'evidence' that supports this notion. Our authorites can be inept. The souths can be inept. The UK can be inept. Anyone can accuse them of being os when they do not get what they want. I woulds like to see more eptitude in all authorites myself but shy away from dercying one set over another without firm satsistical information to base such assertions on.
