VP 2nd, however ombudsman should remain 51% poll. Same danger of ombudsman being in cahoots with presidente.

OK, how about the 2nd most popular becomes ombudsman and the VP gets chosen by the President.
I think it would be a mistake to let the elected President choose the VP since he would most likely choose a friend/ally similar to himself .... e.g. if Zan was elected he would choose Viewpoint perhaps .... and then we will end up akin to a dictatorship of generals....
The one with the second highest votes should be VP; and the third highest, the ombudsman ....

In reality the President and VP would discuss difficult decisions... if they both thought the same way, that would be rather limiting ....
