TALAT SAYS SECURITY AND POLITICAL EQUALITY A ‘MUST’

President Mehmet Ali Talat has said that the Turkish Cypriot Side is pursuing a solution that will ensure the safety of Turkish Cypriots.

The President returned to the Republic last night following a two day visit to Istanbul, Turkey.

Within the framework of his contacts in Istanbul, the President gave a conference on the Cyprus Problem as the Galatasaray University.

Addressing the conference, President Mehmet Ali Talat said that secessionist policies pursued in North Cyprus until 2003 were wrong and unsustainable.

He said this was only understood after 2003.

The President also said that the roles of the sides and the balances on the island had changed following the Greek Cypriot Administration’s admission into the European Union on the 16th of April 2004 on behalf of the whole island.

Drawing attention to the fact that preparations and work towards restarting negotiations had started just one month after Greek Cypriot leader Demetris Christofias was elected into office, Talat said that 22 decisions had been taken by the technical committees and the working groups had established the two sides’ positions in that short period of time.

Explaining that he had started negotiating the issue of governance and power sharing with the Greek Cypriot leader, the President said that they had reached agreement on several areas regarding the competencies of the federal government but added that the process will continue.

Pointing out that the fundamental principle that must be secured at the negotiations is political equality, President Talat said that the Turkish Cypriot Side was seeking to find a solution that will guarantee and protect the Turkish Cypriots.

Responding to questions as to whether the presence of Turkish troops on the island had been discussed with the Greek Cypriot leader, Talat replied “We haven’t discussed this issue in any way. The issue is a matter that will be taken up within the framework of the treaties of guarantee and alliance and is at bottom of our agenda.”

Replying to another question on migrants from Turkey, Talat said that everyone who settled in Cyprus from Turkey were citizens of Cyprus and subject to the same treatment.

“This issue is not even subject to discussion” he added.

News from the Northern Cyprus

FIRST PHASE OF THE INFRASTRUCTURE AND URBAN UPGRADING PROJECT COMPLETED IN HISARKOY VILLAGE

The United Nations Development Program together with the EU
Funded Aid programme for Turkish Cypriots held a ceremony in Hisarkoy Village last night to mark the completion of the first phase of the infrastructure and urban upgrading project.

Prime Minister Ferdi Sabit Soyer, President of the EU Coordination Center Erhan Ercin, Minister for Environment and Natural Resources Mustafa Gokmen, European Union’s Taskforce for Turkish Cypriots Andrew Rashbash, UN officials and the public attended the ceremony.

The first phase of activities for the infrastructure and urban upgrading in Hisarkoy village in North Cyprus has been completed, focusing on the modernization of the water system of the village, ensuing improved living conditions for its residents.

The works included the replacement of 4.5 km of 50-year-old galvanized water pipes as well as house connections.

The project also included the creation of three water zones, the installation of control valves, a bulk meter at the reservoir and two fire hydrants.

As a result, the 200 residents now have constant water supply at uniform pressure, without any loss or leakage.

Hisarkoy Village is one of the first villages to benefit from EU funds made available for the upgrading of the local infrastructure of selected villages.

UNDP Partnership for the Future Program Programme Manager Tiziana Zennaro said ''it is envisaged that a second phase for the urban upgrading of the square will follow, with both phases wholly funded by the EU and costing approximately 170,000 euros.''

The European Unions Taskforce for Turkish Cypriots Andrew Rashbash expressed the hope that living standards in the village will improve with the works being carried out in the area.

He also said that will a little help, villagers in Hisarkoy will be able to increase economic activities in the area.

TURKISH MINISTER OF STATE CEMIL CICEK MET WITH GOVERNMENT OFFICIALS

Turkish Minister of State in charge of Cyprus Affairs Cemil Cicek met with government officials today.

Receiving the Turkish Minister of State at the Republic’s Assembly today, Acting President and Speaker of the Republic’s Assembly Fatma Ekenoglu said that they expected progress in the negotiations process.
She however noted that the process could not move forward with the efforts of one side alone and therefore the Greek Cypriot Side needed to work for a solution as well.
Reaffirming President Talat’s support to the ongoing negotiations process, the parliamentary speaker reminded that the Turkish Cypriot Side supported a bi-zonal, bi-communal solution based on the political equality of the two sides as well as Turkey’s effective guarantee.

Explaining that impact of the global financial crisis is also being felt in the TRNC, Ekenoglu underlined the need for the Turkish Cypriot people to combine their knowledge and skills to overcome the effects of the crisis.
The Turkish Minister of State then came together with Prime Minister Ferdi Sabit Soyer and Foreign Minister Turgay Avci separately.
Speaking during the meeting, Prime Minister Soyer said that the Turkish Cypriot people in line with the common policies established with Turkey was working strenuously for lasting and mutually acceptable solution to the Cyprus Problem.

“The essentials of a solution must be within the framework of the vision supported by the TRNC and Turkey and which President Talat became party to on the 23d of May. That is within the same framework the Greek Cypriot leader agreed to, a bi-communal, bi-zonal state with a single international identity” he said.

The Prime Minister also said that it was the government’s top priority to strengthen the Turkish Cypriot economy as well as democracy in the country.

Pointing out that Turkey’s support was extremely important, he however added that the TRNC should not expect everything from Turkey and should be able to use its own resources and economy to stand on its own feet.

Also receiving Turkish Minister Çiçek, Deputy Prime Minister-Foreign Minister Turgay Avcı said that the Turkish Minister’s every visit to the TRNC added strength to the Turkish Cypriot people.

Pointing out that the Turkish Cypriot people wanted a lasting settlement based on political equality, Avcı complained that it was the Greek Cypriot Side which prevented a solution from taking place.

For his part, the Turkish Minister of State speaking during his visits said that 2008-2009 was an important year for the Cyprus Problem.
“Good things are happening and its possible that better things will follow. We are trying to support the process as much as possible”
Expressing the hope that the ongoing negotiations will yield a just solution in Cyprus, the Turkish Minister highlighted the need to continue working towards reforming and developing the TRNC.

As part of his contacts, Mr. Cicek, who came to Cyprus yesterday, attended the opening ceremony of the Innovation and Data Processing Technology Center at the Near East University.

CHRISTIAN UDE VISITS LEFKOSA(Nicosia) TRNC MAYOR CEMAL BULUTOGLULARI

Munih Mayor Christian Ude is in the Turkish Republic of Northern Cyprus as guest of the Lefkosa Mayor Cemal Bulutoglulari.

Speaking at Ercan Airport, Mr. Ude said that he had been following the Cyprus issue in his own country and during his visit he wanted to learn the latest stage reached on the Cyprus issue.
He noted that he had come to northern Cyprus to attend the inauguration of a park in the capital Lefkosa and said that parks were an indication about the stage the capitals had reached.

Explaining that his wife’s art exhibition was traveling from Vienna, Zagreb, Athens and now to Lefkosa, Mr. Ude pointed to the importance of cultural development between countries.

‘Cultural events like this one would help the people builder closer ties and learn more about Northern Cyprus’, he added.

Mayor of Lefkosa Cemal Bulutoglulari for his part noted that despite efforts by the Greek Cypriot administration to prevent Mr. Ude from coming to Northern Cyprus, Mr. Ude has successfully landed at Ercan airport.

‘I thank you for coming to the Turkish Republic of Northern Cyprus for a second time’, he added.

Mr. Bulutoglulari said ‘we need brave mayors like Christian Ude in order to be able to overcome the international embargoes imposed against the Turkish Cypriot people’.

In July 2007, Munich had 1.34 million inhabitants, 300,129 of those did not hold German citizenship. The city has strong Turkish and Balkan communities. The largest groups of foreign nationals were Turks (43,309), Albanians (30,385), Croats (24,866), Serbs (24,439), Greeks (22,486), Austrians (21,411), and Italians (20,847).

The Mayor of Germany’s Munich city- Christian Ude,continuing his contacts in the Northern Cyprus.

Today the German Mayor came together with Prime Minister Ferdi Sabit Soyer and the Mayor of Lefkosa Cemal Bulutoglulari respectively.

In the afternoon, Christian Ude will watch a music concert at Buyuk Han and will then open his wife’s art exhibition called the ‘Open Air’ which has already been displayed in Vienna, Zagreb and Athens.

His programme also includes the inauguration ceremony of a park in Gocmenkoy and the poetry night to be held at the Cyprus Turkish Journalists’ Union in the evening.

Yesterday, Mr Ude attended the opening of the first Lefkosa Marathon organized by the Lefkosa Turkish Municipality and the Lefkosa City Club.

Speaking at the opening ceremony, Lefkosa Mayor Bulutoglulari said he would ask for Mr Ude’s support to make this marathon turn into an international one.

Mr Ude in response expressed the hope that his attendance in the organization will help it gain an international identity.
