I'm not sure I understand what you mean.
All citizens have a right to vote.
But take Belgiumn as an example. There are two groups of people there. They look alike. They share a great number of tradittions. They are of the same religion. But their language and heritage is different.
One group speaks Flemish the other French.
The French group are dominant.And they do their best to suppress the Flemish speaking group. Not legally, as discrimination is illegal under EU law.
But in the small everyday snide comments, in the employment market, in the schools where the Flemish speaking kids are bullied. This is not Apartheitd per se but this behaviour leads to racial tension and the pressure is building. This is all happening in the middle of Europe.
Perhaps it is just human nature to be greedy.
