DT, would you have a problem if the president and the vice (deputy) president would rotate roles on a 4:1 basis in a 5 year term, provided they are both elected directly by the people as a duo (like the US case,) with a separate minimum percentage approval (say 40% or 45%) by each of the two community electorates.

This is the 2nd time I hear this option and it seems to me the only way in which the rotating presidency institution might have a chance to pass through a GC referendum.

Personally I still don't agree with rotating presidency as a principle due to its undemocraticness and would rather vote for a duo irrespective of their ethnicity.

I think that it is important to remember that the Armenian Cypriots and Maronite Cypriots deserve representation as well.

A council is a non starter utu. This to our eyes is just a tactic to make the federal govt weaker. Without a central pivotal leadership and personality the emphasis will fall on the leaders of the constituent states. Thus making the federation a confederation and effectively a 2 state solution.

DT.,
The Canadian scenario is better - divide Cyprus up into 10 autonomous provinces with their own local governments, but you have a bicameral parliament sitting in Nicosia as well.
