As for the Reva car, I'm not enthusiastic about electric cars including plug-in hybrids, because the "well-to-wheels" efficiency is lower than that of a straight hybrid. This means that more CO2 and other pollutants will be emitted per km from the power station used to charge the battery than would be the case for an efficient conventional or hybrid car of equivalent size and characteristics. This is exacerbated by the high weight:size ratio of the Reva because it uses massive lead-acid batteries.
OTOH, it will move some of the emissions from the place where the car is to the power station, which may be an advantage in heavily polluted urban situations, when the power station is far away. As a guestimate, I would say that particulate matter would be about halved compared with a petrol-electric hybrid of equivalent size (if such were available). If this surprises you that it is not reduced to zero, think tyres, bitumen road surfaces and brake pads/linings. Electric cars need a high-torque motor to accelerate the weight of the batteries, meaning that tyre slip will be relatively high compared with an ICE car.
