The "hairy" looking one is full of pili and it produces one long conjugation tube or filament to pass some DNA over to the "female" bacterium ... which then itself becomes "male" and can pass the DNA on to other receptive "female" bacteria.
It is how multiple drug resistance genes are passed so rapidly between bacteria.
