Ok here's something we actually haven't done in a while. Instead of cursing each other out and pointing the finger to one another, trying to figure out who is to blame more, I decided to revive another "solution attempt" thread.
Since there are obviously MANY things the two communities cannot agree on (as well as members within each community) let's take the problem step by step.
The first step can be the structure of the federal government (legislative and executive brances only).
FOllowing is my proposal and possible options:
Federal government
Senate
24 GCs + 24 TCs
Two options:
1. Only GCs can vote for GC senators and only TCs can vote for TC senators. *
2. All residents of the northern state can (only) vote for TCs and all residents of the south state can (only) vote for GCs.
Either way, in the end half will be from TC community half from GC community.
Chamber of Deputies
48 total
Options:
1. The deputies will be elected proportionally to each community.
a. only TCs can vote for TC deputies and GCs for GC deputies
b. TCs can vote for both GC and TC deputies as can GCs vote for both GC and TC deputies. *
2. The deputies will be elected proportionally to the population of each state.
a. No more than 1/3 of deputies in the north can be GCs and no more than 1/3 deputies can be TCs
Presidential Council
2 GCs + 2 TCs
ALL Cypriots will elect the presidential council directly. GCs will vote for both the TC and GC candidates as will TCs vote for both the GC and TC candidates.
For a federal law to pass it must be approved in both the senate and chamber of deputies by simple majority. The presidential council can veto a bill only through a 3/4 majority.
Possibility: The amount of vetoes can be restricted in a certain amount of time (a year or presidential councils duration) period so that they are only used for exceptionally important case.
* I believe these legislative branch options are the best because:
a) they satisfy the TC community's political demands
b) they do not interfere with the freedom of movement within the UNITED (and not "united) republic making the property rights issue easier to tackle.
