You have been watching too many movies. As for the rape in the US forces, you are trying to make me believe that a quarter of service women have been raped and none has sued the US government for millions. A very unlikely event in litigious minded America. That kind of rape statistics would no doubt build a case in court that the high command by ommission adopts a policy of rape. This is not how Americans function. The dollar comes first and they would pursue it relentlessly.
You need to revise the assumptions on this one.

Testosterone manifests itself in more than just brawn ... Those computer nerds could well be seething with masculinity, and perhaps the women also.
As for litigation, how many cases do you know where women have been awarded millions for being raped, civilian or otherwise?
It is a well known fact that the "shame" factor prevents report of this crime.
