They hold onto the main bit. You hold onto the bit that you send back to the UK dept of transport that tells them you've permanently exported it. I'd not send this until you get your cyprus reg. doc.

First you need permission from customs first. This will take around 18 months if you're trying to get it without paying duty and will involve presenting random information to customs every 2 months. If you paying duty on the car then I don't know how long it takes - presumably not long.
Once you cleared this hurdle you need:
Customs certificate saying they've cleared the car.
Evidence that it's been MOT'd by a garage in Cyprus.
Your vehicle reg document (as described above).
Money to pay the registration tax (only cash accepted).
Then goto your local dept. of transport office, and drive straight to one of the car testing bays (you don't goto to reception or anything).
Wait for a surly jobsworth to perform an in depth survey of your car's road worthyness for Cypriot roads (they'll count the number of wheels, and kick a few tyres basically). They'll then (after having had a coffee to recover from all the tyre kicking) fill some forms out with technical details fo the car that helps them assess the reg tax to pay, and relieve you of their part of the reg doc and your MOT evidence. You then go to another office where you are given another form. You then go and join a big and slow moving queue where you pay your reg tax, and any road tax outstanding.
A few weeks later you get your reg document, and MOT (separatetly). You can then go and buy your plates and send your bit of the reg doc back to the UK.
Then spend a few months contemplating if it was really worth all the hassle.
