It's a bit obscure though... How many settlers should stay on what conditions? How many of them will be naturalised and how many will get working permits?

This will depend on many, yet unknown, factors. What is the number of indigenous TCs? What percentage of territory the TCCS will have? What percentage of GCs will get TCCS internal citizenship?
If I were the negotiator of the GC side, I would have only accepted so many settlers to be naturalised, as not to make the total TC community’s population more than 18%, ok say 19%, of the total Cypriot population, which should be around 155 –160 thousand people.

Settlers in excess of those agreed to be naturalised, should be able to stay and work only if the economy needs them.

Isn't this fair?

Kifeas, this is a very interesting proposal.

By limiting it so that '18% of the overall Cypriot population to be TC or settler" your proposal could just about win the support of GC public opinion - assuming that the property aspect of the settlers issue is also satisfactorily dealt with.

Kifeas, this is a very interesting proposal.

By limiting it so that '18% of the overall Cypriot population to be TC or settler" your proposal could just about win the support of GC public opinion - assuming that the property aspect of the settlers issue is also satisfactorily dealt with.
