I agree with pantheman that you cannot tell someone they can't build on there land if someone next door has done this.

The problem comes when developers lie to their buyers that the surrounding land will not be developed.

The other problem is that possibly the land next door is not for development until someone with influence gets it reassigned!!!!

I agree here too. Developers are usually full of the brown stuff but there are zoning area's for sure. (i.e building density in Paphos is different to Pissouri)
