Lots of people have seen the beauty of Cyprus... but only on the telly, in the papers and on the internet... or had it described by the word of mouth. But through the very same channels they have also acquired information about 'uncontrolled sex parties', underaged drinking, drugs and violence between criminal groups.
The water issue is 'easy' to solve. Tourists get a certain amount each day, X litres/person... a fair amount that should suffice for brushing teeth, drinking, cooking and a daily shower. No more unlimited supplies. If it's not enough they will have to pay (a lot) extra per used litre and most of this would go to the government to finance importing of water if necessary.People leaving their shit on the beach? Government employed guards can easily handle this by giving them fines. Fines that must be paid within 15 days or before leaving the country. Upon departing their passports will be checked against a database. Unpaid fines = pay immediately. Or else it will be sent through EU channels to be paid in their home country... with 100% interest.
Drugs? The police can handle that. Confiscate the drugs and fine the user carrying for personal use. Then send them home and do not allow them back in 3-5 years. Perhaps they've grown up/wisened up/cleaned up their act the next time they try to visit Cyprus. Organised drug traffickers/dealers should be heavily fined, jailed, beaten to a pulp and deported for life.
People making noise? Depending on the type of noise made I guess fines could be in order even for this nuisance.
Bit OTT on the water issues here! If a tourist is paying good money to go on holiday, they should at least expect to have the use of water without having to pay extra! This is the 21st century and Cyprus is NOT a third world country! This water shortage has been globally widespread, so it may well be that this is stopping tourists anyway!
Educating those on the island first should be a priority! Shouldn't they too pay for excess water?
Noise laws? An 'excitable' exchange between 2 men, children playing (screaming) in the street, tourist/families enjoying a day on the beach participating in a friendly game of beach cricket or volleyball, idiots with pumped up exhausts zooming along the sea-front, remote controlled cars, excessively loud car music? All annoying in their own way - to some- so where do you draw the line?
Agree that action re all of above needs to be taken - whether it is fines, imprisonment etc. Implementing them will be the problem!
Agree totally about not imposing additional quota's and levies on tourists. The operators would drop the country without a backwards glance.
Sorry Cyprus - but IMHO the water problem is of your own making.
Your politicians are afraid to make difficult / unpopular decisions and have consistently botched up the introduction of additional desalination plants.
Your building policies and greed have allowed uncontrolled and massive over development.
Your lack of infrastructure and investment in water treatment and collection has strained your systems to breaking point.
Cement production can't keep up with demand yet a large number of developments stand empty. Cement uses more water than any other construction method.
You scream blue murder at the planned golf course developments instead of working in partnership to get them to install a bigger desalination plant that could provide spare capacity at a substantially lower cost to the taxpayer.
The only reason your beaches get cleaned is because you value the 'blue flag' status that brings the money in. Off-season and up in the mountains the rubbish is knee deep (never seen so many discarded cooked ham packets .....
).
The hunters dog's crap all over the place then are left to decompose when it's seasons end.

How many brits keep their animals caged up outside attracting flies and maggots to their filth ridden cages and rotting bowl of left overs. Barking unchecked at all hours of the day and night?
Hire cars aren't fitted with cherry bomb exhausts and oversize sound systems. Safe bet then that these are local cars.
There's not that many expats in their late teens and 20's. Blue led lights and boom box's aren't exactly high on a middle aged or retired expat's shopping list.
The tourist industry is very likely going to save your hides in the long run.
