Are tourists staying in the southern part of the Island allowed to visit Northern Cyprus?

Yes, you may cross over in the Northern side of Cyprus islandman. There are many cross over points, just remember your passport.

you are wrong RichardB , has been in Northern Cyprus also his wife Elena as well .We had a Efes Pilsen beer together. we are going to meet at summer again .
they are very nice couple .

Yes, EU passport holders can obtain a three-month entry visa at the crossing. You just have to fill in a simple form. It is very easy to cross from one side to the other nowadays.
