Look, I've just finished building a house for the last 3 years and I’m pretty sure its 1.2m from the pavement but you can always enquire with the Department of Town Planning and Housing…

There are probably many variations because each village may have further restrictions.

I know different rules apply in the Troodos for example to the ones in a village, as do rules within a City .... So the poster should ask at his specific locality ... but in person! .... as the number of variations may lead to further queries which would stimy a purely postal reply ...

And when you go to enquire in person, get a copy of the document they are quoting from. If they aren't, insist on seeing it in black and white, and then get a copy.

If you don't do this, it is guaranteed someone will complain about the height and you will be told something different.

If you can't read it because it is in Greek, get someone to translate it for you.

As I have worked here in the Paralimni/Protaras areas for the past 4 years erecting fences, pergolas car ports etc etc, I can say that here as in the UK, your fence can be exactly 6 ft from ground level. You must bear in mind that villas/ apartments here have never been built to a datum line. So your neiboughrs ground level may be higher or lower than your own.
