both miliades and GR are right. there is no "choosing" between them because war and preparedness for warfare are a part of the same system. they are not far apart politically, except for the means, the goal requires the two to work as counterparts, like the carrot and the stick. above all, their context of a State being strong requires a balance with the concept of a Nation, and, as we are committed by the Principal of our Constitution, we must provide to the rest of our global partners a definition for the word "Bicommunal".
