It clearly states that there are a limited number of places in ONE of the universities and not the whole lot.
The reason being that it’s the only government subsidized university, so demand to enter it is HUGE, but of course that doesn’t stop people from attending the other 3-4 universities for the right price.
Indeed, I happen to pay a handsome amount p/annum for my daughter to attend one of the other ones.
Therefore, your attempt to suggest ethnic discrimination has now been debunked.

What this says is in fact exactly what is written, it does not say anything less nor anything more, it doesn't say you can come IF you can afford it nor it says IF you are a "true Cypriot".
It says this particular university has opened 5 places for TC students to study in each course.
Why do they even feel the need to announce something like this in the first place, if there was no discrimination as you claim so?
Obviously there is, which is why they are announcing the fact that they can either:
a) Can NOW take TC students up to a certain number as opposed to NONE
b) USED to take TC students but now have to limit their acceptance numbers for whatever reason
Either way they are discriminating their "own" people, regardless of what the reason behind it is.
You really make no sense sometimes what so ever GR, or you just choose not to when it doesn't suit your views
