The word Nigger is Spanish adaptation for Black .I see nothing racist about calling someone black , NEGRO in Greek and Nigger in Spanish. You have not proven that the use of the word "nigger" is illegal, when it is used by itself. The example you gave, "English Bitch" is different than if only the word "bitch" was used without the word "English" added. Do you think they would have prosecuted the man just by calling her a "bitch", just like the word "nigger".?? As a matter of fact I have a 58 year old black T/C customer who also speaks very good Greek , he is a lovely gentleman and we often talk about our beloved Cyprus. He tells me that the black Cypriots originally came to Cyprus from Sudan , some were taken or bought by the rich G/Cs and some by the rich T/Cs.
As a matter of fact my son in laws' brother is engaged to a black G/C !! So yes there are a few black Cypriots .

I don't think it is a question of legal or illegal , it is rather a question of polite and impolite.
Since coloured people find this word offensive when used by a caucasian, I think it is polite not to refer to them as so.
You can hear though amongst coloured people the word nigger used a lot in song lyrics e.t.c.
I personally haven't called someone Nigger without deliberately want to make an offencive comment.
I don't think that you should be jailed for that though.
