It happens this way in Switzerland where the president speaks in his native language (German, French or Italian) and the cabinet members understand him or her.
They can understand three languages but can't reply in the language the speaker is addressing them in.

Anyone who can understand a foreign language is able to speak the language as well even if that person doesn't speak like a native.
