http://www.cyprus-mail.com/news/ Cyprus Bringing Water from Turkey. Whatever your opinion on the cyprus problem (i'm pro reunification myself) I can't see this being a good idea at all. There has been much ado about the cost of desalination plants, but surely some of the money coming in from the EU can offset that cost, and if not, well water is a requirement! Given the anecdotal evidence above and the face that I myself have seen many a hosepipe out, it would seem that the outtages are not going to do anything to conserve water...
The point seems to be missed that Turkey is experiencing something of a water crisis, too, especially in the major urban areas. An article in a daily Turkish newspaper a few days ago describes how Istanbul's reservoirs are only half full at the time of year when they should be full, with the result that the Istanbul water authority has issued a warning for people to cut down on their consumption if they do not wish to go without water this summer. Sure, certain less heavily populated regions of Turkey have water surpluses, but if this extra water is to be transported anywhere, it may end up going to places like Istanbul and Ankara.
