We are in Cyprus mate , Who cares what is happening in Turkey or Greece .
We must look for our Mandıra's first.

No such thing as a legal TC polive force. So how can anyone complain to the EU or Amnesty. TC police are a non recognised entity. :lol:

THE COUNCIL of Europe has warned Cyprus it needs to do more to stamp out ill-treatment of detainees in police custody after a visit by a special committee on torture received many “complaints of ill-treatment” in police custody, some of which “was of such a severity that it could be considered as amounting to torture”.

The visit by the Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) took place in December 2004, and its report was approved by the Council of Europe in July 2005. Publication of the report is always at the request of the country involved, and usually comes before the next review, scheduled every four years.

In its response to the report, dated April 2006, the government says many of the recommendations have been, or are in the process of being, adopted.

The report devoted much of its attention to conditions in police custody, saying the CPT delegation had received many complaints of ill-treatment

“The forms of ill-treatment alleged consisted in the main of slaps, kicks and punches to the head and body, including the genitals, with the detained person sometimes undressed and/or handcuffed. Allegations of ill-treatment also included the banging of heads on a desk, blows with batons or other objects and violence of a sexual nature.

“In a few cases, the ill-treatment alleged was of such a severity that it could be considered as amounting to torture.”

The report added: “The risk of ill-treatment appeared to be particularly high in respect of foreign nationals, the conditions under which many of them were being detained were entirely unacceptable and could, in some cases, be regarded as inhuman and degrading.”

The report highlighted the case of one foreign detainee, who claimed that during an interview at the Central Prison, he had been severely ill-treated. “The first alleged incident consisted of punches and kicks to the face, chest and abdomen. The detainee further alleged that, during the night, he had been made to undress and had, while in a standing position, been hooded and shackled by the wrists and ankles to bars in the police prison, whereupon police officers had hit him violently on various parts of the body, including his genitals.”

NICOSIA, Cyprus: A Greek Cypriot smuggling suspect who died of a heart attack in Turkish Cypriot custody had been beaten in detention, state radio quoted a coroner as saying Sunday.

State coroner Eleni Antoniou said she established Stephis Stephanou, 64, was the "victim of a beating" before his Nov. 1 death in the Turkish-Cypriot sector of the divided capital, Nicosia, according to RIK radio. She did not say whether that contributed to the man's death.

Stephanou was a former Irish honorary consul and founding member of the co-ruling party Diko. His body was brought to the Greek Cypriot south on Saturday.

An initial autopsy by a Turkish-Cypriot coroner failed to establish the exact cause of death, a United Nations spokesman told The Associated Press.

Stephanou reportedly was arrested Oct. 18 in northern Nicosia on charges of antiquities smuggling, and was twice taken to hospital because of health problems.

Police have beaten and arrested dozens of people in Turkey as protestors
attempted to celebrate Newroz, the Kurdish New Year, on 21 March. In Istanbul
and in Mersin on the Eastern Mediterranean coast, 81 and 230 people
respectively, are in police custody. They may be at risk of torture or
ill-treatment. Two protestors are reported to have died during the
demonstrations in Mersin.

In Mersin, demonstrators attempted to participate in celebrations that had been
banned by the local Governor. They were forcibly dispersed by police officers
who used tanks, water cannons, tear gas and plastic bullets against them. Some
of the demonstrators reportedly fought back with sticks and rocks. In the
resulting clashes, Mehmet Ôen died after a tank reportedly crushed him against
a wall, and Ömer Ayd2n died as a result of reportedly being crushed by the
crowd. More than 100 demonstrators and 41 police officers were reportedly
injured. Two police officers are reported to have died after the tank that they
were driving crashed in an apparently unrelated incident earlier in the day.

In and around the district of Topkap2 in Istanbul, 546 individuals were
detained as they tried to gather in a public square to celebrate Newroz.
Police officers reportedly also used water cannons, tear gas and plastic
bullets to disperse the crowds. Some people apparently responded by throwing
rocks at the police officers. Most of the detainees have been released from
Istanbul Police Headquarters, though 81 people reportedly remain in custody.
Twenty four of those released have since lodged a complaint with the Human
Rights Association (IHD) stating that they were beaten by police officers.

BACKGROUND INFORMATION
Newroz (Kurdish)/ Nevruz (Turkish) is a pagan festival of Zoroastrian origin
which marks the awakening of nature at the March 21 equinox. It is also
celebrated in Iran and by other Muslim communities in the Caucasus and Central
Asia. At least 70 individuals were killed by security forces on Newroz in 1992
following violent demonstrations in the south east of Turkey.

Torture appears to be used routinely in police and gendarmerie stations, to
extract confessions, elicit information about illegal organizations, intimidate
detainees into becoming police informers or as unofficial punishment for
presumed support of illegal organizations. Torture methods in Turkey documented
by Amnesty International include severe beatings, being stripped naked and
blindfolded, hosing with pressurized ice-cold water, suspending by the arms or
wrists bound behind the victim's back, electric shocks, beating the soles of
the feet, death threats and sexual assault.
