All I can say is congratulations to Turkey for an excellent diplomacy game. They wanted the "date" and they will get it. They wanted to keep all their army in Cyprus and they will.
Also, they again managed to give fake hopes to T/C so they will not revolt when they see the train of Europe leaving without them.
