Referring to page 124 of Niyazi Kızılyürek's book Milliyetçilik Kıskacında Kıbrıs, I find a Turkish translation of the original words spoken by Clerides. He actually says that the TCs are ABLE TO CONTROL (denetleyebiliyorlar) 3% of the territory, which is not quite the same thing as saying 'we have the TCs in 3% of the country'.
