For the long run I guess the tourists should have water. I mean there isn't much in it to persuade tourists to come here rather than, say, France or Spain. It already costs quite a bit in comparison to get here, so to have this situation just makes Cyprus look a lot inferior. Why have the hassle (or again in the future)? It's already going to have a knock on effect when tourists leave the tourist area to visit cafes and restaurants. Not all of them will be coping too well with the water problem.
So yes, considering tourism is supposed to be the biggest part of the Cyprus economy, then give the tourists water. Otherwise soon we won't be so worried about just water.
In the short term yes, stop their damn water entirely I say. Hotels can afford it, and a lot of us are getting a hell of a lot less than the 30% suggested drop (I've gone from 168 hours of water a week to 60). Doesn't help the tourist trade though...
