I have to go along with CopperLine here. First of all, TC's and GC's can cross to either side with a form of an ID. Surely, a TC in police uniform is recognised as a TC, and if a TC or a GC in a police uniform wonders off slightly beyond their assigned positions, in the end they are Cypriots and Cypriots can go all over the island, once they are recognised as being Cypriots.
Now, if the suspicion was, that the police uniformed officers were not TC's but were in fact Turkish military, then I can understand the situation a little better. But since they were not, what's all the fuss.
