A place is more than a physical location. It is the location and the people, you are right. I often wonder what Famagusta will be like if and when the people go back. I remember Bir's visit to Istinco, when he faced a derelict village, with not a single person there and I can empathise. Sener Levent referred to the reintroduction of the original village names in one of his OpEd pieces some time ago.
I do not know the situation in the north, but I would be willing to bet that place names are sort of used according to custom and habit, not according to official policy. So in every day use they probably use a mix of old and new names, especially for the bigger villages that were landmarks in Cyprus. Reverting to the original names, (not always Greek) would simply be recognising the realities of every day life.
