If anyone is not familiar with the meaning of the acquis communitaire (which let's face it is 90% plus of the EU population) and the popular media do nothing to clarify the matter, then it is not surprising if people think that formally north Cyprus is not in the EU. If Cymart had said 'north Cyprus is not in the EU acquis' s/he would have been right.
As a non-legal, non-anything at the moment person, I think my interpretation makes more sense than yours CopperLine:
The acquis communautaire does apply to the north as the north is part of the RoC. The whole of the RoC is in the EU and whether you accept it or not that includes the north.
Because of the illegal occupation, and therefore the general lawlessness of the region, the people of the north choose not to practice the AC just as they choose not to be governed by the RoC, but Turkey.
What you are saying Copperline is that once someone is in prison they are immune from the law ..... not so.
