Dear purdey,
Minimum wage in Cyprus is not upholded because the government refuse to pay unemployment for people who have not officially worked
(put down on record) for a minimum of 6 months, try thinking how newly graduates feel. Therefore foreign nationals who come to Cyprus are unable to live due to the lack of support and therefore settle with anything given by the employers, even if it less that minimum wage. And because of this reason they remain unwritten, therefore will always work for peanuts. Many do side jobs which keep them afloat.
The accommodation loophole will never go away. Even England has such loopholes in employment. If I remember correctly foreign-nationals who come to the UK are provided support by the employer, but like the Cypriots, he also charges them for it. This accommodation is option however, and the person is not obliged to take it.
It's like working and having a health care plan that consumes half of your wage, some jobs however, demand you to have a health care plan and some type of insurance.
