Palms are great when looked after and enough room to spread,but outside an apartment in a pavement.

Maintained trees are the best - out of hand palms are just a blot on the landscape if you ask me and some of them are quite lethal!

Having plants on the pavements seems to be the norm here and unless they are causing a hazzard, obstruction or blocking light, I am not sure what action is required......................................................................................
