What would happen if:
Pursuant to a plan, a number of Greek Cypriots were allowed to return so they formed a maximum of 30% of the population and then over time there numbers swelled to 51%.

Would they have democratic rights in the Northern State or will some be ethnically cleansed to get theirnumbers down?
