The negotiation of the 13 points would be a valuable exercise regardless. I think a lot of TC's have failed to read and see that the majority of the points were counterbalancing and heavily in favour of the TC community. (Upgrade of the role of the VP for example)

This is as good a starting point as any - I think the Annan Plan will need a massive re-think if it is to become acceptable in any shape or form to any of the communities, especially with seperate constitutions and data spanning thousands of pages.
The following website gives a good insight into the 13 points (I do hope its accurate !) and each and every one is negotiable. Both sides can have no reason not to be able to sit down and discuss these and come to some sort of an agreement.
